PHLers please try and understand, that as a referee these gentlemen and ladies are first and foremost human beings who will make the occasional error or judge a call differently than what a player sees it as. We are all guilty of second guessing referees, myself included, but at the end of the day I do not wish that job on anyone.
Especially when we have 400 sets of eyes raining down on them if they make an error. I think we need to focus on more of the PHL philosophy of rules regarding our own rules that this league made to keep players safe in the game at all times, and perhaps we can devote our time to head referee in chief Dave Holt regarding these errors and not so much with the missed offside’s or icings, interference or holding and judgment calls like that..

At present the PHL Disciplinary Committee is made up of 3 members including the Head Referee and a member of the PHL Operations Committee. Issues and/or complaints can be filed through the ‘Issue and Complaint Forum’ on the PHL message boards. Each report will be reviewed by the Disciplinary Committee and subsequent information will then be requested from all parties (the player, the team GM, referees, etc…). Once the Disciplinary Committee has heard from all parties a decision will be made regarding penalties (if any) and the player and team GM will be notified.
Rules for issuing a complaint:
- Players have 6 days from the game in question to file an issue and complaint form on the forums
- A notice is sent by the Disciplinary Committee (DC) within 72 hours to the alleged player and their GM with brief details. The player is requested to respond with his/her story within 48 hours of notification.
- The referee(s) of the game is also sent the complaint and is invited, but not required, to submit a statement within 48 hours of notification
- The Head Referee may also submit a statement for the game in question within 48 hours of notification
- The GM of the person who filed the complaint must submit a statement within 48 hours of notification. (or the captain or alternate if the GM was not present at the game)
- The GM of the person who the complaint was filed against must submit a statement within 48 hours of notification. The captain or alternate may submit a statement if the GM was not present at the game.
- Information submitted after the deadline will not be accepted
- The Disciplinary Committee will e-mail the final decision within 48 hours of receiving all the information to the GMs of the division in question
- If a suspension occurs the team GM is required to contact the player(s) in question and inform them of the decision. The team GM is to ensure the player(s) abide by the rules concerning game suspensions.
